Concealed Carry Problem

I have a legally purchased handgun, but the sheriff in the county in SC where I live will not grant a concealed carry permit (he says I can carry the gun in my car, but not on me). He says he will not issue the permit until I have a Withhold Adjudication on my record in Florida expunged. Florida will not expunge it. I pled not guilty 47 years ago after getting out of the Marines. I would like to talk to a pro-bono, pro NRA, pro 2nd Amendment attorney. Anybody know of one??
