Neither entity has a vast library of code to wade through. And it appears that neither entity has any specific restrictions or ordinances specific to restrictingthe open carry of firearms.

From the City of Redding Municipal Code;

10.56.020 Fighting prohibited.

It is unlawful for any person who has concealed upon his person or who has in his immediate physical possession any dangerous or deadly weapon to engage in any fight or to participate in any rough or disorderly conduct upon any public place or way or upon the premises of another. (Prior code § 19-37)

10.56.030 Loitering about place selling alcoholic beverages.

It is unlawful for any person who has concealed upon his person any dangerous or deadly weapon to loiter about any place where intoxicating liquors are sold or about any other place of public resort. (Prior code § 19-38)

10.56.040 Loitering while carrying.

It is unlawful for any person, while carrying concealed upon his person any dangerous or deadly weapon, to loaf or loiter upon any public street, sidewalk, or alley, or to wander about from place to place, with no lawful business to perform, or to hide, lurk, or loiter upon or about the premises of another. (Prior code § 19-39)

As you can see, the code addresses only those carrying concealed. The odd thing here is, that there is no exemption of someone who possesses a license to carry concealed. So for a CCW licensee to aimlessly'wander about from place to place' or 'loiter' legally, they would have to either be unarmed or carry exposed.;)

Chapter 10.58 DISCHARGING FIREARMS

10.58.010 Prohibited.

It is unlawful to discharge within the city limits any pistol, firearm, airgun, musket or instrument of any kind, character or description, which throws a bullet or missile for any distance by means of the elastic force of air, or any explosive substance except in a regularly licensed shooting gallery or range or in accordance with the provisions of a permit authorized by the city council and issued by the chief of police. In granting such a permit the city council shall impose such conditions in connection therewith as are reasonably necessary to protect the health and safety of persons and property. (Prior code § 19-35)

Yes, looks like dischargingpaintball and airsoft guns in the city limits is forbidden outside a shooting gallery or range. But this is the extent of the code on firearms as found here.

From the Shasta County Code

Chapter 9.08 Weapons

9.08.020 Prohibitions

A. It is unlawful for any person to discharge any firearm or bow and arrow within a radius of one mile of the Vista House at Shasta Dam.

9.08030 Violation designated.

A violation of any provision of this chapter is a misdemeanor. (Prior code § 3352)

The Shasta County Code is not yet available online, however the help at the Clerks office was exemplary.

Better not get caught in Jack-in-the-Box while shooting the wrapper off of your straw with a healthy puff of air or you'll go away for "Discharging Firearms".

Yeah the level of restricition on this is absurd. This means you cannot discharge a squirtgun, airsoft gun, BB gun, blowgun, or paintball gun in the city limits, unless you're at a licensed range. In the City of Anderson, you would need a permit issued by the Chief of Police to discharge a firearm in city limits.

Regarding discharge of air rifles: The state this year passed legislation (I forget the code) regulating the negligent discharge of air rifles (probably in the PC 246 area). So it would appear all laws of lesser jurisdictions regarding discharge of air riflesare preempted IMO - IANAL.
