he needs to reread that law. It, within that law, defines a firearm as anything that, at the time of the offence, holds moer than 20 rounds of ammunition, comes equiped with a folding stock or a threaded barel.
It has been wre-written for clarification.

Congratulations to Delegate Mark Cole - HB 1915, put in a VCDL's
request, has passed the House 97 to 0 and is on its way to the
Senate! HB 1915 clarifies and exempts CHP holders from the ban on
carrying a loaded firearm with a magazine in it that can hold more
than 20 rounds in localities with a population exceeding 160,000.
Congratulations to Delegate Bill Janis - HB 1978, which fixes some
problems with Virginia's automatic weapon law has passed the House 97
to 0 and is on its way to the Senate!

The General Assembly has now finished voting on all the various gun
bills. Gun owners are going to be moving forward again this year,
while the worst bills carried for anti-gun organizations are either
dead or neutered.
Both of the bills carried at VCDL's request have survived so far.
Here are the most important survivors that are heading toward the
Governor's desk:
Bills carried on behalf of VCDL:
HB 2535, Delegate Riley Ingram (Hopewell), allows permit holders to
have a loaded, concealed handgun in their vehicle while on school
(K-12) property. The bill also says that for an off-site school
function, guns are only banned in the areas which are being used
EXCLUSIVELY for the function.
HB 1915, Delegate Mark Cole (Fredericksburg), clarifies a confusing
Virginia law (18.2-287.4) that bans the carry of a loaded,
center-fire firearm, which has in it a magazine which can hold over
20 rounds, if such firearm is carried in a locality with a population
over 160,000. It also exempts concealed handgun permit holders from
the law altogether.

HB 1915:
Corrects a terribly worded law that seemed to (but did not) ban most
loaded firearms in places with a population over 160,000. This bad
law lead to many false charges, it's now cleaned up, and protections
have been added for permit holders and ranges. The restrictive limits
on narrowly defined assault weapons remain in place.
