We all need to start planning for GRPC 2007.

As many of you remember, last year was the first time that OCDO had a presence at GRPC. Mike and I attended and hosted an afternoon reception on behalf of OCDO which was very well received.

This was the first time that open carry rights had been represented in any organized fashion at GRPC and I think it is important that we continue to do so. Some of the most important figures in the gun-rights movement will be there including key legislators and it would be in our best interest to be well represented as these key figures look at an agenda for the upcoming year.

Those of you who plan to attend, please PM me or email me and let me know so that Mike and I have an idea of how many OCDO members will be going. If you ARE planning on attending, please consider wearing an OCDO polo available at our Online Store ( http://www.cafepress.com/opencarry ). In the interest of fairness, I should point out that Mike and I DO get a few bucks to pay toward the hosting bills when you buy OCDO gear :D

GRPC 2007 is being held on October 5th, 6th, and 7th at the Drawbridge Inn and Convention Center in Ft. Mitchell, Kentucky which is very near the Cincinnati airport.

Scheduled speakers this year include: Alan M. Gottlieb, Joe Tartaro, Wayne LaPierre, John Lott, Massad Ayoob, David Kopel, John Snyder, as well as staff from the Second Amendment Foundation, Citizens Committee for the Right to Keep and Bear Arms, National Rifle Association, National Shooting Sports Foundation, KeepAndBearArms.com, and Gun Owners of America. A number of elected political leaders have been invited as well but it is too early to tell which ones will attend.

Now, for those of you who have never attended a GRPC event, here is the amazing part ... the Second Amendment Foundation will not only pick up the tab for lunch and snacks, but will also provide more than $125 worth of vital pro-gun rights materials to each attendee!!!

John - I think KY's laws are very friendly to Open Carry, as now are nearby Ohio's since the new preemption law went into effect.

Anything we should watch out for as we plan our attendance?

We CAN both OC & CC in receptions & restauants in KY where alcohol is served, yes?

No. As I understand it (and I would welcome some KY feedback from Truebrit, AbsolutZer0, Kentuckywingman or one of our other Kentucky members on this), you may NOT CC into an establishment that serves alcohol for on-premises consumption.

However, you MAY OC there as the prohibition in 237.110 specifically says it is a prohibition on CONCEALED carry only.

You cannot CC in bars or at the bar in a restaurant. The "primarily devoted" is the key. Just like in FL.

So a restaurant that serves alcoholic beverages is OK, the "portion of the the establishment" that is primarily devoted is off limits.

That is my understanding.

If not, then I didn't carry while in KY, yeah, that's right.

OK, so, Possum - let's assmue that hotel receptions and special events ARE encumpassed by the rule you assert above - at the GRPC receptions in the evening, how do we get our Perrier or Coca cola classic at the little roll-in bars they set up?

Iam registered to attend. OHIOCCW will have a strong presence. On the registration it asked what topicsI wanted to hear about.I said "open carry". I also mentioned Wisconsin's outlook, and National Park carry.

I will be open carrying.

I suggest that Mike or John contact kc3.org and get a recommendation from them (specifically Jim Hall). He/KC3 havebeen **very** thorough in answering questions and giving advice when I have contacted them.

I don't believe you can OC in a bar in KY (actually the portion of an establishment set aside for the main purpose of serving), despite the prohibition on CC there. Also, a little known fact is that the law is squirrely regarding serving places with a capacity less than 50...

Hey -Indiana (right across the river, and there's gambling there) recognizes all licenses, and in IN, you can CC in a BAR !! However, you cannot carrythere on a riverboat casino.

Assign a designated drink retrieval specialist?

It seems to me that the roll-out bar may be covered under the off limits law. I don't have any case law from KY on the implementation of the statue.

I do not see it applying to the entire reception area, because the primary purpose is for a meet and greet. The "portion of the establishment is primarily devoted to that purpose" rule could easily be seen as applying to the "booze cart". Again, would need to see how it has been interpreted in the past. It seems that you may have to hope that they sit Coca-Cola and Perrier out on a table you can just walk by and pickup. It seems a little to open because it would come down to how the local LEOs decide to enforce it.

That being said, I would not go to the roll-in bars carrying until I have more information.

This sounds very interesting. I am thinking about making the trip. It would be an educational experience, I bet.

Great advice from BB62, ask KC3 or James Hall about OC in bars. I feel unable to add to the discussion, since I no longer drink in bars. Maybe some clarification will be forthcoming , since I hope to attend this shindig.
