And there you have it. Looks like that local law is clearly preempted.

Now whether the po-lice know this is another matter but in the end you should not be able to be dragged into court for a law that is pre-empted (void).

Also, if he does, since the law is on the books, it would give him grounds for a tidy harrassment lawsuit, as the cops can't claim ignorance of the law, just like citizens aren't allowed to do the same.
