I am a lifelong resident of Goochland County and would like to ask for some support from some of the local guys in the Richmond area to come out and help support VCDL in their fight against the Planning commissions ill advised ordinance. The following is from the VA Alert:

EM Bob Marcellus has been following an attempt by the Goochland
County Zoning Administrator to keep a VCDL member and gun owner,
Andew Dykers, from having a sporting clay shooting site in the middle
of his **672 acres**!

VCDL uses the 'NATO Doctrine' when it comes to gun owners coming
under attack from government - attack any one of us and you are
attacking all of us!

This is related to the board of supervisors meeting of three weeks
ago where someone tried to change the zoning ordinance to change
sporting clays and target practice to an "accessory use" which
therefore would have made shooting to be regulated and permitted on
rural property. It was a rather ingenious way to ban shooting in a
rural area without calling it gun control. The measure was shot down
by us and at least deferred at the recent hearing. The NRA had put
it out on an alert. We had our Bloomberg giveaway on the day in
question, but I was able to attend and gathered a few VCDL members.
I was one of a dozen to speak against the proposed ordinance and pro
gun people, VCDL, my friends and NRA had absolutely packed the room.
The local newspaper commented on the amazing number of folks who came
out for the "gun issue".

Andrew Dykers has had a hunting preserve (Orapax Farms) on his
farmland for at least 30 years. He has folks shooting quail etc. on
guided hunts and also allows neighbors to hunt. He is a VCDL member
and has an outstanding reputation in the community. He wanted to
formally added a sporting clay range for target practice for the
hunters. The range would be in the middle of his 672 acres and only
operate during the day as does his hunting tours. Evidently, an
unfriendly neighbor says he has no problem with Mr. Dykers clients
and visitors shooting for hunting but absolutely is opposed to clay
shooting. He has fought this tooth-and-nail by using some rather
subversive legal tactics as described above.

Mr. Dykers sent a letter to the County zoning administrator stating
he had a "by right" to use his property in this manner as it was
consistent with the zoning and his prior use. The county zoning guy
is anti-gun and took the opportunity to deny and warn the Dykers not
to shoot clays but they could still shoot birds.

There is a critical zoning appeal this coming Tuesday night
(tomorrow, June 19th) at the Goochland county Administration building
at 5:30 PM. We would like to pack the room again by sending an Alert
to the members to stand up for fellow member Andrew Dykers. If the
appeal is denied then circuit court is the only option. There could
also be a chance to have the Board of Supervisors fix this, it is an
election year. But this final zoning appeal is critical. They
scheduled this a bit earlier than usual as they are hoping folks
won't show.

This ordinance has more far reaching effects than preventing a single hunting preserve from having a shooting/sporting clays course. It would essentially take the County from a rule of "if it is not prohibitted then it is an allowed use of your property" to one where "if it is not allowed by code then it is a prohibitted use". That was what I got from my Board of Supervisors representative Jim Eads during our discussion on this ordinance a few weeks ago. that would mean that targetshooting on your own property would essentially be outlawed until the county would give you permission either through zoning changes or conditional use permit etc.

The meeting is in the Goochland county Administration building at the intersection of Rt 6 and Rt 522. As far as I know open or concealed carry is legal as this is just a county office building and not a courthouse,school(anymore it used to be goochland high school when Igraduated)or church.
