I know of no state which requires that a carry permit holder must carry concealed as a condition of receipt - only 6 states totally ban open carry.

Well, what state? What localitiy? Please post under correct state threat.

Did you take corrective action by making formal complaints to the departments involved?

This sort of spot report is not the typical experience of open carriers.
