Craven commissioners to hear more on proposal for gun ban

The Craven County Board of Commissioners recently made it clear that it opposes banning weapons in public buildings.

The commissioners aren’t banning free speech, either. They will hear from the Craven County sheriff and two residents on the matter Monday.

After the Virginia Tech massacre, county employees brought back before the board a proposed ordinance banning guns in county buildings which had been shelved more than a year ago.

Chairman Johnnie Sampson, who with Commissioner Lee K. Allen appeared to favor a ban, asked to hear from the Sheriff Jerry Monette on firearm restrictions already in place. He is on the agenda for the board’s 7 p.m. meeting.

So are Michael Speciale, Craven County Republican Party chairman, and Bill Harper, a former commissioner, who said their comments will accent the importance of preserving the constitutional right to bear arms.

Four other residents are on the agenda, three scheduled to speak on the location of the new judicial complex and one on closing a portion of Gethsemane Road.

The board also expects to hear from Emergency Services Director Stanley Kite on Harlowe and Dover Volunteer Fire Departments’ requests to acquire new equipment and the final report by intern Megan Piner on county property inventory.

The board’s consent agenda, which is approved without discussion unless a commissioner requests that an item be removed, includes a $16,397 Bureau of Justice grant for laptops in sheriff’s deputies’ cars and an $8,000 contract with Holland Planning Consulting for a pre-disaster mitigation project and for a hazard mitigation update plan.

The consent agenda includes a county lease for a new five-acre hurricane debris site at the intersection of N.C. 101 and Blades Road in Harlowe and selling county surplus property on GovDeals.com.

Another item on the agenda is ending an on-premise sign moratorium, originally scheduled to end Aug. 19. That provision was not included when commissioners adopted a new off-premises sign ordinance which included wording to end the off-premises sign moratorium.

The meeting in the Commissioners’ Room on the second floor of the Craven County Administration Building is open to the public.

My dad owns a store in New Bern.......will have to see if he's up to going to the meeting and giving us a first hand account of what transpires.

Funny, turns out I know the reporter that wrote this.....went to H.S. with her daughter! (DEFINITELY a hottie!)

Consideration of a weapons ban in Craven County buildings appears to be over.

Craven County Sheriff Jerry Monette told the county commissioners
Monday night that a ban would have little effect. "Those who would do
it without a lawful permit are going to do it anyway," he said. "An
ordinance would not restrict them."

Monette most people who are already carrying weapons are doing it in
violation of state law that prohibits weapons in law enforcement
offices, courthouses, financial institutions, anywhere state or
federal employees work, educational institutions, places of public
assembly or places where a proprietor posts a no-weapons sign.

The commissioners recently postponed action on a proposed until they
could hear the sheriff's views.

Commissioner Lee K. Allen said later Monday night: "I think you've
heard the last on a weapons ordinance."

Allen and Commissioners' Chairman Johnnie Sampson were the last of the
seven commissioners to back off consideration of a weapons ban. The
five other commissioners had expressed their opposition earlier.

Two local residents told the commissioners that any further
consideration of a ban should be abandoned. They would have no
restriction on where a person could carry a gun if it were up to them.

Michael Speciale, chairman of the Craven County Republican Party, and
Bill Harper, a former county commissioner, said law-abiding people
don't commit crimes with guns and criminals don't pay attention to
signs about gun bans anyway.

"It is a constitutional right of the people to keep and bear arms,"
Speciale said. He said that having gun-free zones like at Virginia
Tech or "a sign on the front door saying 'no weapons allowed' will
insure there will be no law-abiding citizens armed to prevent
carnage."

Harper recalled two times that he shot a gun in New Bern in response
to threats by youths.

"It wasn't to kill them. It was to let them know I was not
unprotected," Harper said. He said they left quickly after he shot
several times into the air.

Speciale and Harper spoke in the citizen petition portion of the
commissioners' meeting and not in response to Monette's presentation.
A ban on weapons in county buildings was proposed more than a year
ago, but it was not adopted. The issue came up again in July.
