OC in WV is completely legal. WV has complete state preemption. However, municipalities that had ordnances in place prior to the enaction of the preemption are not affected by said preemption and their ordnances will prevail.

I've seen Charleston mentioned as one of the places that has pre-existing ordinances. Do you know where I can find the specifics of Charleston's restrictions, as well as other areas that have them, and what they entail?
