The interactive map is pretty good, way better than that dead sites ones, still needs to distinguish between honors and reciprocity I think.

Basically some states will recognize any permit from any state. Most require a formal agreement between 2 states, usually a negotiated reciprocity agreement.

I think it does because reciprocity agreements do change, sometimes by bureaucratic or executive whim.
