Not uncommon when an investigation of this magnitude is underway. Have you ever been in a bank when it is robbed? Or walked in just after it was and they hadn't locked the doors yet? The investigating officers will be contacting everyone they can trying to piece together the "actor's" movements, if they can as well as gathering any possible witness information before they leave or their "memories" are tainted by Press interviews.
For the record, it appears that the shooter was not really a Deputy, he is described as a Department Employee and a part time city police officer. In a town of 2,000 people, often there are more "part time officers" than full time. Often they are ill trained as the city relies on the OJT method of training.
