I believe the only place it's questionable is New Jersey, but most mere mortals can't carry there (legally) anyway. Haven't heard of restrictions anywhere else.

What would you carry besides JHP as a self-defense round?

Yes, I used to live there. My cousin currently lives in Beaverton and carries Spear Gold Dot by CCI or Hornady TAP FPD.

Corbon Hardball is a good option too.

I'd make sure you gun can properly cycle JHPs. Some guns refuse to feed JHPs and will only feed FMJs. Corbon Pow'rball is supposed to work well in guns that won't feed JHPs.

I've heard that you should only carry JHPs in 9mm and above or .38Spl and above. Lesser calibers the theory is that you need the mass of the round to be more concentrated to get better penetration. YMMV.

Very true.

I've seen a PA-63 that won't feed HP, and an SKS that won't feed soft-tips.

I've yet to try HP's in any of MY guns yet.
