What is with Cabelas making people fill out a 4473 to buy a muzzle loader? Muzzleloadersare exempted from state and federal requirements for4473. The only requirement for Washington is for pistols with a serial number and then only the state form and NO call to NICS.

I hope you are not calling NICS for Black Powder.
