Now that you have at least one source, you should be able to find other lasw applicable. I don't travel to WV, so I've never researched it.
WV is pretty liberal with VA permit holders, resident holders as you mentioned. IIRC they allow you to enter state parks even if it's posted "No Firearms". Check it out though, don't take my word for it.

Then I will be fine with my VA permit then. I'm only driving thru to look at a breeder in order to buy a BOXER puppy :DSo I will be covered, just wanted to make sure I'm able to bring it along is all:p
