My wife was at a talk Sheriff Boyer gave recently. According to her, he leaned away from the whole armed citizen idea real hard, and instead handed out whistles to everyone. I think that next Friday, I will go into the new Admin Building with the bogus sticker on the door, just to renew my trailer license. OC of course, any one else that has business there about the same time?:):celebrate

And, I also think a letter to the editor of both the Bremerton Sun and the Port Orchard Independent may be in order.

Uhhh, what's so hard about this, and what's to present? The state has preempted their ability to issue any such regulations, and declared their existing ones void.

Wouldn't an email from the County's attorney to everyone involved suffice to explain everything to everyone involved? And the actual county commissioners' vote be a strictly pro-forma thing?

Exactly. "Pro forma" wasprecisely how I described this when I first wrote to various county officials over five months ago. If you've been following the thread, then you are aware that when this was first discussed at a Commissioner Meeting in December, they immediately went into "executive session", I believe illegally, andI was excluded from the meeting whilean attorney from the County Prosecutor's office briefed them on the issue. I obviously don't know what the attorney told them. I had already provided them with the the references to RCW 9.41.290. When I was finally allowed to return to the meeting, they were discussing that they couldn't possibly allow firearms to be brought into all county buildings except the court house. At the time I was only pressing for firearms in parks, and I hadn't even mentioned their illegal "no firearms" sign on the front of the administration building. Since then, they continuously delay further discussions on the issue. This is the source of my frustration.

The Kitsap County Commissioners are finally going to discuss their illegal ban on firearms in county parks. The meeting is tomorrow at 0830. I'll be there, and I'm hoping that there might be a few others that can can attend. Here is the email I received this morning:

The discussion with the county commissioners went better than I had expected.



I was given the floor to introduce the issue to the board, following which they again went into “executive session” over my objections, citing discussion with the county attorney regarding “potential litigation”. That is about the only legitimate reason they can claim IAW RCW 42.30.110 (I had a copy with me!)



When I was again invited into the room, the commissioners announced their decision to publicly propose a change to the county code to remove the prohibition of firearms in county parks, and to invite public comment before final action. When I receive information regarding that schedule, I will post it under a new topic.



Surprisingly, I was supported at the meeting by a friend who is on the other side of the gun issue, but who fully supports my effort to bring county code in compliance with state law. You never know where support will come from.



It isn’t over yet, but we are winning this battle. My next crusade will be the illegal “no weapons” sign on the front door of the administration building.



Thank you to all who wrote letters to the Kitsap County Commissioners regarding our constitutionally guaranteed rights.

Sounds like the meeting went well. Thank you for being able to make it, Bruce. It looks like all of our efforts and waiting have paid off, but of course I won't be completely satisfied until the change is on the books and the park signs.

It has been about six weeks since I spoke at the county commissioners meeting. The open public meeting they agreed to hold has not yet been scheduled. I wrote them an email inquiring into the status of this issue, and the only reply I have received so far is an info copy of an email from one of the commissioners to a staff person asking her to reply formally.



It is inconceivable to me how others on this board have been able to effect change so quickly in your areas. My hat is off to you. I keep trying, but I’m making very little headway.

Dear Commissioners:



I attended the April 16, 2008 Wednesday Work/Study Session to discuss Firearms in Kitsap County Parks. The minutes of that meeting report, "The Commissioners agree to hold a public meeting to discuss the repeal of the County ordinance prohibiting firearms in County Parks." I have not seen published a time/place for the public meeting, and I would like to attend. I am currently planning my schedule for the next several months, and I would like to block out time for this meeting. Do you have any idea when this will take place?



Also, I have been checking the County website for minutes and agendas of your various meetings. The last minutes that I can find for the Regular Monday Business Meeting is March 24, 2008; the Regular Monday AM Briefing Notes are April 21; the Monday PM Briefing Notes are April 28; and the Wednesday Work/Study Session Notes are May 14. Perhaps I'm not looking at the correct place on the county site. Please correct me if I am wrong, and direct me to the correct area. If my information is correct, please tell me when more recent meeting minutes will be published.

This issue has been floating around since, what autumn 2007? I think it's time to not be nice. Why do they need a public hearing to comply with state law?

Are these laws impacting your right to carry? They are obviously stonewalling you. I have yet to read where anyone has successfully brought an action under 42 USC 1983, but the commissioners should be aware that this is what they're treading on... and you're tired of being nice... and about to pull that pin. Quoted in part:

I'm a complete newbie to this issue but I'd like to get more involved. As for letters, I'd have no idea what to write.

However, if there's a BBQ in Kitsap county I'll go. If you guys don't mind my daughters running around.

Younguns runnin' around at an OCDO BBQ is something I think we can all welcome, much less accept. I mean, what's a BBQ without kids running around having a good time?!
