HR 1022 bans C&C machines, pipe, all pistols, hunting rifles....

But not revolvers or muzzle-loaders, or bolt/break/lever action rifles.

A semiautomatic rifle that has an ability to accept a detachable magazine, and that has--

`(i) a folding or telescoping stock;
`(ii) a threaded barrel;
`(iii) a pistol grip;
`(iv) a forward grip; or
`(v) a barrel shroud.

This prohibits just about any and all semi-auto rifles, as I can't think of any rifles that lack a barrel shroud and/or foregrip. (that's not an invite to point one out, no one care :p )

So, we'll shimmy down a bit, and look at the pistol section.

`(F) A semiautomatic pistol that has the ability to accept a detachable magazine, and has--
`(i) a second pistol grip;
`(ii) a threaded barrel;
`(iii) a barrel shroud; or
`(iv) the capacity to accept a detachable magazine at a location outside of the pistol grip.

So, internal mags asside, all pistols are banned, because the slide also functions as a barrel shroud.

This also bans the Metal Storm, as its ammo resides in the barrel. :(

Now, the juicy part. There's a ban on
(K) A conversion kit.

`(37) Conversion Kit- The term `conversion kit' means any part or combination of parts designed and intended for use in converting a firearm into a semiautomatic assault weapon, and any combination of parts from which a semiautomatic assault weapon can be assembled if the parts are in the possession or under the control of a person.

So.... sale of pipe is banned, sale of C&C machines are banned. Hell, we'll have to stop selling metal stock and hand tools. Oh, and power tools.

Also, the Uzi is both a rifle and a pistol, apparently, it's listed under both categories.


And actually, I just noticed this...

`(42) Pistol Grip- The term `pistol grip' means a grip, a thumbhole stock, or any other characteristic that can function as a grip.

So, what kind of grip CAN you have on a longarm? Aren't those the only two kinds? :?

Very good, Doug.

The point of banning the sale of those is that you can make weapons parts with them, thereby allowing you to make weapons.

That defines them as conversion kits.

Actually:

Barrel Shroud- The term `barrel shroud' means a shroud that is attached to, or partially or completely encircles, the barrel of a firearm so that the shroud protects the user of the firearm from heat generated by the barrel, but does not include a slide that encloses the barrel, and does not include an extension of the stock along the bottom of the barrel which does not encircle or substantially encircle the barrel.

But I thought a "barrel shroud" was the thing for the shoulder that goes up? I'm so confused...

The ventilated piece would be considered the shroud, it is suppose to protect you from touching the hot barrel.

Ok, I read (37), I even read the bolded part. How do you determine that a C&C machine is a *PART* and not a *TOOL*? I see nothing banning tools, only parts. The C&C machine creates the part, but (37) only bans those parts that are created, not the tool that created them. Unless I'm my definitions are wrong?

Not my gun, a picI stole from GB.
the aluminum shroud does'nt add much weight, probably less then two 2 3/4" 12ga slugs.
I have shot enough rounds (during a three gun match)to heat the barrel up quite nicely, but who carries the gun by the barrel.
I use a sling, safari carry.

I have a shroud on one of my Mossberg 500's. When I do trap/skeet shooting, it becomes useful when I flip the gun over to reload it. Especially in the summer. I've prevented burns on my left hand that way...

Anyhow, I've been using HR 1022 as a shopping list lately. Over the weekend, I picked up a Kel-Tec Sub-2000 in .40 S&W. :)

EDIT/SNIP:

*I don't do much T/S just SC but whenI do I use a double(Ruger Red Label)
My Pump SG stays slung while reloading, hand on receiver.

I've been using HR 1022 as a shopping list lately.
*I have ordered several items already and plan to add a few more.
now if I could just hit the lottery

This is why I am looking for an AK and a couple high-cap magazines now, trying to get the wife to see that.....

If this gets passed or a socialist.......I mean Democrat, gets elected in 08, things will go downhill fast.......

Do you really think it'll get passed?
Yes. I have no doubts it will eventually get through Congress, especially if there's another emotionally-charged school shooting. And the only person I can see in the White House veto-ing it is Ron Paul, who I doubt will get elected.

It's not a ban, it's reasonable gun control.
