URBANE INSURRECTION When racial or ethnic strife escalates to uncontrollable looting, arson, and property destruction necessitating suspension of civil rights, curfews, and patrol by armed government troops, this is called MARTIAL LAW. Petty dictators of military oligarchies impose martial law to retain their hold upon an unwilling populace. The United States regularly lodges protests at the United Nations to halt such atrocities, and has intervened militarily to deliver freedom to downtrodden peoples (this racial or ethnic strife escalating to uncontrollable looting, arson, and property destruction necessitating suspension of civil rights, curfews, and patrol by armed government troops beign entirely different from the domestic flavor). Where was the national and international outcry for The Rights of Man when curfews and martial law were imposed, but not declared, in Los Angeles?

Wednesday 29 April 1991 witnessed three remarkable events. At 1500 hours a jury acquitted four Los Angeles police officers of charges stemming from their videotaped clubbing into physical and mental debility of one Rodney King, Black speed limit violator. At 1600 hours radios blared and televisions glowed as West LA was looted, and burned. TV camera-bearing helicopters orbited the first of 5700 buildings torched and taped thousands of locals fomenting civil insurrection. At 1800 hours police chief Darryl Gates was speaking at a political fundraiser, later to admit that he knew nothing of the unfolding events. His police captains were attending a seminar in Oxnard. Near every cop in the city was pulled in to protect their headquarters from peaceful protesters carrying crudely handlettered signs. How about that?

Lest we unreasonably condemn The Man for quietly turning His back as Korean businesses were looted, trashed and burned, let us remember the avowed mission of the LA police. Their motto is "To Serve and Protect," themselves. A jaywalking ticket rings in at about $100, plus 170% more as a State-mandated surcharge. Plus $1 more to support Night Court - not that the judiciary thereby acquires an agenda for finding you guilty, guilty!, GUILTY! LA boasts one of the highest jaywalker apprehension rates in the US. Every traffic court in Southern California has its calendar jammed solid from opening to closing, reaping a bounteous $60,000 each hour from levied fines. Jaywalkers and speeders are cornucopian reliquaries of tappable revenue, and rarely shoot back. Of the 6500 looters, arsonists, and civil insurrectionists finally apprehended, not a one will spill a single drop of black ink into Accounts Receivable. There ought to be a law!

Los Angeles was ablaze Wednesday night. On Thursday the uprising accelerated, incinerating vast swaths of mercantile enterprises and plunging square miles of the city into darkness as power and telephone succumbed. Local civil "leaders" duckwalked across the TV screens, anxious to legitimatize their unsupported claims of ascendancy and control. National "leaders" like Jesse Jackson and Al Sharpton made themselves scarce, waiting for a less physically hazardous and more politically secure moment. Late Thursday the police were unleashed and the National Guard was mobilized because the City Fathers knew...

On Friday the Welfare checks arrived. The last remaining local Post Office hosted a line of Welfare freeloaders a mile long - at 0800 hours. They waited patiently and quietly, wrapped around a city block and queued to the horizon. Armed soldiers patrolled the streets. All was well.

An arrested citizen, by California law, must be arraigned within 48 hours or be released. 6500 looters and arsonists impossibly clogged the court calendars, threatening to displace the vital daily harvest of traffic fines. A new law was quickly passed by the California legislature extending the arraignment deadline to a week. Adolf Hitler never violated German Law. When he wished to implement a policy, he first passed a law legitimizing it. He never trespassed upon the rights of German citizens because he was the sole arbiter of what the rights of German citizens were. Hitler confronted the 1930s' economic depression, massive unemployment, social unrest, and political instability and found a way out. President George Bush, Governor Pete Wilson and Mayor Tom Bradly are faced with the same problems, are pushing though the same portal, and are now publicly singing the same song. Individual rights have been suspended to restore civil order.

Some time ago East Coast locals were sore afflicted by the revenue enhancement efforts, heavy-handed governance, and callous disregard for individual rights of another George, George III. Their listed grievances are the Declaration of Independence. Their considered framework of individuals' protection from the trespasses of government is the Bill of Rights.

I accuse the governments of Los Angeles, California, and the United States of having suspended the United States Constitution. (The War on Drugs, BATF, EPA, Haz-Mat... Homeland Severity are a different flavor.)
