What does preemption mean?

In layman's terms, it means that a local government, like a City, can't make laws that are more strict than those of the State. The State does not restrict the open carry of a firearm on a public street. Preemption prevents an individual city, county, etc., from making that illegal. Make sense? There are a few minor exceptions, which I'm not gonna get into at 1:35 in the morning, but there will be a thread soon that spells everything out. Until then, youshould be able toread through the threads in the NC to find the information you're looking for.
