I found an interesting blog comment that asserts that if pepper spray is not purchase within DC it is not required to be registered. I believe this needs verification, but useful if true.

"Thanks for bringing up the subject of Pepper Spray registration in Washington, DC which I failed to address in my previous post. You're right again! Per D.C. Code Section 7-2502.14 (available via Westlaw Online), it's true that Pepper Spray devices are supposed to be registered with the DC Metropolitan Police Department upon purchase in certain instances.
I double checked with a police officer assigned to the DC Metropolitan Police Department Gun Control Unit (202-727-4275) via telephone this morning to see if there were any changes since the last time we checked regarding exactly what is required.
Turns out, nothing has changed. Here's the scoop--If a citizen of the District of Columbia purchases a Pepper Spray device from a vendor located in the District of Columbia, form PD-102 IS required to be filled out and the vendor forwards the completed form to the DC Metropolitan Police Department Gun Control Unit located at 300 Indiana Ave. NW, Room 3077 Washington, DC.
Forms should be availableat the various police districts but if not, they are available at the Gun Control Unit--so no excuses about not being able to get the proper form.
However, if a citizen purchases the Pepper Spray device outside of the District of Columbia or via the internet from a vendor outside of the District of Columbia NO registration form is required."
