    I was just trolling around on the NRA ILAs website and found this. The second chart has a big ol X in the colomn for carrying openly prohibited. Looks like it was last updated February 2007. I know we can, but evidently people can be confused, even the NRA.

    Could it be that the NRAs definition of "open carry" is the traditional form, no license required? If that is the case, then no, Indiana does not fit the bill due the requirement that anyone carrying, whether openly or concealed, be licensed. However, calling Indiana a nonpermissive open carry state is misleading due to the fact that it is legal with a permit, and the NRA should explain that.

    I believe this is the case. Delaware is described on the NRA-ILA site as a state in which open carry is permissible.
