There is a specific list of State properties that are off limits, like the Governor's Mansion and such. The only other reference to State properties is during the specific list of events you quoted above (parade, funeral procession, picket line, or demonstration). As far as I can tell there is no blanket restriction on ALL State property.

Wait a sec! Where is that line in the constitution that says "No weapons on state property unless you have permission from an official (i.e. prison warden)?

Quite illegal even though this is in North Carolina's constitution

NC State Constitution – Article 1
Sec. 30. Militia and the right to bear arms.
A well regulated militia being necessary to the security of a free State, the right of the people to keep and bear arms shall not be infringed; and, as standing armies in time of peace are dangerous to liberty, they shall not be maintained, and the military shall be kept under strict subordination to, and governed by, the civil power. Nothing herein shall justify the practice of carrying concealed weapons, or prevent the General Assembly from enacting penal statutes against that practice.

7. any premises, except state owned rest areas or stops along the highways, where
notice that carrying a concealed handgun is prohibited by the posting of a
conspicuous notice, or statement by the person in legal possession or control
of the premises.
N.C. Gen. Stat. § 14-415.11(c)

Doesnt say anything about open carry just concealed handgun
