Well that simply means that if he does win and follows through with reducing our military strength, he will be immediately eligible for impeachment.
When he takes office, he also takes an oath to preserve, protect, and defend the Constitution. As we all know one of the most important components of the Constitution is to "provide for the common defense". It is cause for the existence of the document. So by reducing the ability to "provide for the common defense", he will be in violation of his oath of office.
Will impeach proceedings take place should this happen? Not on your life.
