When he takes office, he also takes an oath to preserve, protect, and defend the Constitution. As we all know one of the most important components of the Constitution is to "provide for the common defense". It is cause for the existence of the document. So by reducing the ability to "provide for the common defense", he will be in violation of his oath of office.
Will impeach proceedings take place should this happen? Not on your life.

This current president has been atrosious in enforcing border laws and has been in violation of Article IV section IV for7 years now.
