Thread: UW release Training bulletin

    Some of you might remember during the SCCC Empty Holster Protest last month that I was threatened to be arrested for wearing body armor to school. I went to talk to UWPD and they told me they would address the issue. Here is the training bulletin released by UWPD. I had to bug him last week to get one created so hopefully this is legit and not just made to get me to shut up.

    Gas Masks: Yes, but as with any law the mayor may supersede in times of crisis.

    Yea. So whats the deal on this. I know we covered it a dozen times. But I don't remember they ever being a straight answer. (not to say that there is a straight answer).

    Students that carried could face expulsion???

    Non-Student could told to leave the campus and changed with trespassing if them didn't???

    You can do a "search this forum only" search for "UW" and it will bring up the answer with citations.

    But, the quick and dirty is that the Student Code of Conduct (a WAC, which is given "teeth" by RCW), says that one form of "misconduct" is "possession of firearms" {I believe in subsection 3.(f)}, but in section 6., it states that nothing therein shall deny the student his or her lawful or constitutionally protected rights.

    Since the state (and US) constitution protects the right of the student (so long as they are a citizen of WA, as it specifies "citizen" in the State Constitution) to carry where they please and how they please, within the RCW, they cannot even bring disciplinary action of any sort towards that student. No expulsion, no suspension, no discrimination, no harassment, etc, ad nauseum.

    There is a part of the UW standard's of conduct ban on possession/use of firearms(mentioned above) that says a firearm is allowed on campus if you can get authorization from the Chief of UW Police. I emailed the assistant chief(Ray Wittmier) and got this response:
    "The authority to give authorization to carry a firearm on campus was delegated to the Chief of Police 3-4 years ago. Prior to that it was the Vice President of Student Affairs(now Student Life). Since that time there have been no approvals to carry firearms on campus."
    Somewhat desparaging, but it can't hurt to try to get approval.

    I found that funny as well. Gas masks are legal, but in a time of crisis (revolution) if we find it necessary to gas the whole city, we will make gas masks illegal.

    Hmmm sounds very much like Heller vs DC. It would be interesting to find a person to request permission and have him get denied then file suit for violating your 2nd amendment rights.
