.22 and Red Dot

So, it looks like I might get into some Plinking at some point soon, so I'm looking to solicit some advice on .22 pistols and red dot scopes.

It was recommended that I look into picking up a Ruger Mark II or Mark III -- I've read a comment that II's are prefered over III's, so I was wondering what the general consensus was?

For bullseye shooting, I'm assuming I should pick up the longest barrel that I can? There's a Mark III with a 6-7/8" barrel.

Lastly, any recommendations on a red dot that'll fit on .22's with little modification that are of half decent quality and won't break the bank?
