I think that might be California... wouldn't surprise me.

OCing loaded in Wisconsin is fine. OCing an unloaded gun is plain dumb, and dangerous, in my opinion.

All of the risk and none of the benefit.

There are a few places where the statutes specifically require the gun to be "unloaded and encased." General carry does not have that requirement. To be clear, unloaded has the statutory definition of no round in the chamber (or any chamber for a revolver), and no rounds in a magazine inserted into the weapon.

When I carry my .45, it is hammer down, safety off, one in the pipe. My revolver is carried cylnder full and hammer down. Getting inmy vehicle with my .45, I safety on, eject the magazine, eject the cartdridge from the chamber, check clear, and stow in my case. My revolver, I eject the rounds, check clear, and put the rounds into a speedloader, and store everything in my case.

No, that would be Utah. It's called Utah loaded. They get to have the magazine in the gun just not a round in the chamber, unless they have a concealed weapons permit, then they can carry loaded.

In California, for the most part we cannot Open Carry with any ammo in the gun, no loaed magazine in the mag well, no rounds attached to the gun in any way. We have to carry our magazines openly in holders on our belts.
