Well, the levels aren't really that well defined. According to everyone except Blackhawk, the levels are a count of the devices that have to be unlocked to release the gun so that you can pull it from the holster.

By that standard, the level 2 SERPA is actually level 1, and the the level 3 SERPA is actually level 2. Compare this with Safariland's holsters, for example. Drawing from a Safariland level 3 requires (1) disengaging one lock with your thumb, (2) disengaging another lock with your index finger and (3) rocking the gun forward to disengage a third, internal lock.

By Blackhawk's reckoning, your holster is a level 2 if the gun fits snugly, and a level 1 if you need the snap to keep it from falling out.

So Blackhawk is technically ripping ppl off...

Somewhat. They're great holsters; just misnamed.
