We are now running on a new, and hopefully much-improved, server. In addition we are also on new forum software. They apparentlydid not get the numbers of comments saying the current rules are OK, so they extended the time for comments by another 30 days. The crap about the submission deadline occurring EDT, as opposed to midnight local time for each time zone, is a pure red herring.
