As soon as I can make time, I will upload scans of the police report. It is not accurate (big surprise there), but will give the gist of the story.
Today when I went to pick up said reports, I had a nice conversation with Cptn Langston. Overall, I think they had me pegged as a some guy that just wanted to find a reason to sue the PD. He told me that they are already investigating the incident for misconduct, and that they have initiated some training on the laws related to unlicensed carry of firearms.
Overall, I think this conversation was good for both of us. I made it clear that I would rather see the department straighten its self out. Cptn Langston made it clear (in not so many words) that they are aware of some problems, and are taking steps to correct them. He also made it clear it is not the department's official position to discourage open carry.
I will be following up with the TPD chain of command to see exactly what steps they are taking. Until then, I don't feel further action is needed.
I appreciate Cptn Langston's diligence in this matter. He granted me time out of his busy schedule to answer my questions and then some. He was polite and respectful, and showed concern for the situation and the civilized resolution of the issues.
It is my sincere hope - and I get the impression Cptn Langston feels the same - that this issue can be resolved by the chain of command. I certainly look forward to seeing how it is handled.
Michael Langston, Field Operations Captain.
