While HB4490, 4491, and SB370 take effect immediatly, the bills, in my opinion, do not actually become effective for 180 days.
Enacting section 1. This amendatory act takes effect 180 days after the date it is enacted into law.
Enacting section 2. This amendatory act does not take effect unless all of the following bills of the 94th Legislature are enacted into law: (a) House Bill No. 4490. (b) House Bill No. 4491. 3 4
This act is ordered to take immediate effect.
From what I believe anyways, the act takes immediate effect but also says it takes effect 180 days after enacted.

    So what does this mean?

    The Bill is LAW now.

It takes effect in 180 days. Early January 2009

    Until then, business as usual.
