going armed for the terror of the public call in Concord NC

My brother responded to a going armed call in Concord. He shows up and there is a guy around his age (college 20-24) with a gun with IWB holster, shirt tuck in exposing the handle of his firearm. My LEO brother is BRO:

BRO: (talking to the manager in private) what's the problem? What's this guy doing that's wrong?

Store: That guy has a gun.

BRO: yeah, so do I!

Store: but your a cop!

BRO: uh-huh, what's your point?

Store: He isn't a cop and he has a gun

BRO: He's not doing anything wrong, has he hurt anyone?

Store: Uh, no, but at least talk with him.

BRO: (Sigh) alright (walks over to the guy with the firearm) Hey, I would advise you get a holster that exposes the whole gun so nobody will think you are trying to conceal it, also if you shirt accidently goes over your gun that would be concealing. I would recommend you get another holster so the gun is fully exposed, that way everyone knows you have a gun and that sends the message you have nothing to hide.

Firearm owner: Sure.
