Here is a list of what I see as the most applicable parts of firearms regulation for an ordinary person. Feel free to use it as you please. Fits on 1 page, printed front and back at size 11 font.
Important Gun Laws to Know, Layman's terms:
RCW 9.41.050: Concealed Carry, Transporting Pistols
a) a person may carry a concealed pistol without a license at their “place of abode or fixed place of business.
b) Otherwise while carrying concealed, a person must always have their CPL on them, and must display it to officers if prompted.
c) Carrying a loaded pistol in any vehicle is illegal unless with a CPL holder, or locked in the vehicle by a CPL holder.
d) Non CPL Holders may transport a pistol if it is locked in the vehicle and concealed from view from the outside of the vehicle.
RCW 77.15.460
a) It is illegal to possess a loaded long arm in or on a motor vehicle.
RCW 9.41.060: Exceptions to RCW 9.41.050
Exceptions to RCW 9.41.050 include:
a) “Any person engaging in a lawful outdoor recreational activity such as hunting, fishing, camping, hiking, or horseback riding” or travelling to or from a legitimate outdoor recreation area.
b) “Any person while carrying a pistol unloaded and in a closed opaque case or secure wrapper”
RCW 9.41.240: Age 18 to 21 Pistol Possession:
a) A Person between the ages of 18 and 21 may carry a pistol at their place of abode, fixed place of business, or on real (realty) property under their control.
b) Concealed carry laws still apply, so while it is legal for such a person to carry concealed at their place of abode and fixed place of business without a license, it is illegal to carry concealed without a license on real property under their control.
RCW 9.41.270: Unlawful Carry, Use in Self Defense:
a) It is illegal to carry, exhibit, display, or draw any “weapon apparently capable of producing bodily harm, in a manner, under circumstances, and at a time and place that either manifests an intent to intimidate another or that warrants alarm for the safety of other persons.”
b) Keep in mind that “warrants”, does not equate to “causes”.
c) Subsection 1 (partially quoted above) does not apply to:
1. Any acts committed in a person’s place of abode or fixed place of business.
2. “Any person acting for the purpose of protecting himself or herself against the use of presently threatened unlawful force by another, or for the purpose of protecting another against the use of such unlawful force by a third person”
RCW 9.41.280: Firearms on School Grounds
a) It is legal for any person with a CPL to carry onto school grounds while picking up or dropping a student off
b) It is legal for any non student of at least 18 years of age to possess a firearm that is secured in an attended vehicle or concealed from view within a locked and unattended vehicle on school grounds, if that person is conducting legitimate business with the school.
RCW 9.41.290: State Preemption
a) The state preempts all firearm regulation within state boundaries
b) “Local laws and ordinances that are inconsistent with, more restrictive than, or exceed the requirements of state law shall not be enacted and are preempted and repealed”
c) Local laws consistent with state law must carry the same penalty as state law
d) Note that Local restrictions to the discharge of firearms are not preempted and repealed (See RCW 9.41.300)
RCW 9.41.300: Weapon Restrictions in Certain Places
a) Weapons are restricted in:
1. Restricted areas of jails (this does not include areas of “egress or ingress open to the general public”)
2. Courthouses
3. Restricted access areas of a Metal Health Institution
4. The “portions” of an establishment off limits to persons under 21, as classified by the Liquor Control Board
5. Restricted Security Areas of Airports
i. This includes “at or beyond the point at which a passenger initiates the screening process”
ii. “These areas do not include airport drives, general parking areas and walkways, and shops and areas of the terminal that are outside the screening checkpoints and that are normally open to unscreened passengers or visitors to the airport.”
iii. Restricted Firearms areas must be clearly posted with prominent signage
6. “the possession of firearms in any stadium or convention center, operated by a city, town, county, or other municipality” may be restricted to non CPL holders
