I'm going to submit my own RTKR letter to obtain the training memo sent out to all the PDs in Pittsburgh. I'm not sure how one is supposed to look. Can someone please point me in the right direction?

PA used to be a lot worse before 2002, when the law was greatly amended.

I would also send it registered mail, return receipt requested. That way you know they got the letter and they can't claim ignorance.
