Ok so about 4 weeks ago I ordered a Del-Ton Lower receiver w. some stuff so it was going to take approximately 1-2 weeks to build since they were swamped but at the price I didn't really care much... However it took them a little longer than expected (which I still don't mind since I've been in contact w. them and they have been telling me about the progress) well Today i got a call from them telling me that they had shipped it and all that... However my License expired; now this license is just a learners permit since I don't have a need to drive since I live in Downtown and I can just take the bus. I do have another ID and this is my passport, and that is what I've been using since my license expired 2 weeks ago.
So my question is this; do you guys know if I can use my passport for a NICS check in conjunction with my CPL? The reason I'm asking this is becasue (attached) the requirements for a NICS check as for any type of Identifying number be it State, SSN, Federal, or Military... Now after reading through that attachment (it's the BATFE Federal Firearms Regulations Reference Guide of 2005; they sent it to me about a month ago so I take it it's the most recent) I think that I should be able to prove my residency w. my CPL since it has my RESIDENCY address on it and my passport has all my other info...
Anyways I'm going to call the NICS people tomorrow they have a customer service line (187744464279 option 9 is to talk to someone for random inquiries) to see what they have to say about it since technically they are the ones that can say wether or not I can use a passport; not the person running the check.
The reason I'm asking this question is becasue I noticed in the NICS website (http://www.fbi.gov/hq/cjisd/nics.htm) that Washington is a POC state; that means that for Handguns you contact the State (CPL is provided by STATE which is why you can skip checks w. it) but for Longguns (AR lower counts as a Longgun according to ATF) so I take it that they would still have to do a NICS check w. it... I've never done this process with any other identification besides my license (which I basically get renewed every yere lol so I can have an ID; I know I should just get a state ID but I keep forgetting)
Anyways any input from you guys would be much appreciated...
