    Webster Chief Clarifies Amendment On Concealed Carry

    The Webster-Kirkwood Times recently received several questions from readers concerning its Oct. 24 reporting on the Webster Groves City Council's passage of an amendment to the city code governing unlawful carrying of any lethal weapons in public, either openly or concealed.

    Chief of Police Dale Curtis, told the Times that the intent of the amendment is to better protect the public's health, safety and welfare by limiting public carry. He said that Webster, in accordance with state statute, prohibits the carrying of concealed weapons except for those who are qualified, have applied for, and been granted a permit by Missouri or any other state that recognizes and grants a permit for concealed carry.

    Curtis said the state statute is mute concerning open carrying of weapons, but Webster prohibits all open carry.

    Preemption Full preemption of firearms laws EXCEPT OPEN CARRY REGULATION

    While open carry is generally legal in Missouri, their preemption statute is unique in that it preempts the entire field of firearms law except for the regulation of open carry. Consequently, carrying openly in Missouri will expose you to a checkerboard of local ordinances.

    This needs to be fixed!

    Whats the MO constitution say on bearing arms?

    Bill of Rights, Section 23

    That the right of every citizen to keep and bear arms in defense of his home, person and property, or when lawfully summoned in aid of the civil power, shall not be questioned; but this shall not justify the wearing of concealed weapons.


    what court case allowed municipalities to deny constitutional rights?

    Nothing needs "fixing," what IS needed is upholding the supreme law of the state.
    Absolutely true however, the USSC has trampled the BOR on many occasions in more than just a single part of it.
