I tend to agree with you on the wording issue, however, as I understand the proposed law change, it would be open carry for licensed concealed carry individuals. Am I wrong on this, or have I misunderstood it?
Our proposed pure bill text would make texas like most states - no ban on open carry, and license needed only to conceal.
Interestingly, Texas alrady allows unlicensed CONCELAED carry in your car and to/from.
Technically, only to, not from, you must beheading directly betweenyour home and car,and there is no mention that the weapon must be concealed while in transit, only while in the car. The spirit is of course exactly as Mike states, but the specific text of the law seems a little hurriedly drafted. Of course, if OC passes, the issue's largely moot.
I believe the wording in that statute goes for both ways, in transit. It doesn't specify going from house to car only.

Sec.46.02.UNLAWFUL CARRYING WEAPONS. (a)A person commits an offense if the person intentionally, knowingly, or recklessly carries on or about his or her person
a handgun, illegal knife, or club if the person is not:

(2)inside of or directly en route to a motor vehicle
that is owned by the person or under the person's control.
