I tend to agree with you on the wording issue, however, as I understand the proposed law change, it would be open carry for licensed concealed carry individuals. Am I wrong on this, or have I misunderstood it?
Technically, only to, not from, you must beheading directly betweenyour home and car,and there is no mention that the weapon must be concealed while in transit, only while in the car. The spirit is of course exactly as Mike states, but the specific text of the law seems a little hurriedly drafted. Interestingly, Texas alrady allows unlicensed CONCELAED carry in your car and to/from.
I believe the wording in that statute goes for both ways, in transit. Sadly, Liko has it right. It was poorly written, but I suspect it will get cleaned up in January.
Sec.46.02.UNLAWFUL CARRYING WEAPONS. (a)A person commits an offense if the person intentionally, knowingly, or recklessly carries on or about his or her person a handgun, illegal knife, or club if the person is not:
(1)on the person's own premises or premises under the person's control; or
(2)inside of or directly en route to a motor vehicle that is owned by the person or under the person's control.
