VCDL Mini-Update 12/4/08

We are in a whirlwind of activity right now, including FIVE action items!

Important action items:

1. ACTION ITEM: Contact Republican Delegates about Speaker's treatment of pro-gun bills
2. ACTION ITEM: Contact Governor on open carry in State Parks
3. ACTION ITEM: Crime Commission to meet next week on gun show bills!
4. ACTION ITEM: VCDL License Plates - you MUST act NOW!
5. ACTION ITEM: Anti-Real ID Petition
6. Status of carry in State Forests and State Parks

**********************************************
1. ACTION ITEM: Contact Republican Delegates about Speaker's treatment of pro-gun bills
**********************************************
Since the Republicans in the House pick the Speaker, it is important that they understand our concerns about pro-gun bills being sent to the Death Star subcommittee or disappearing into thin air.

If you have a REPUBLICAN for your Delegate, click on the link below to send your Delegate a message with VCDL's concerns. **If you have a Democrat or Independent as your Delegate, then there is nothing for you to do.**

2. ACTION ITEM: Contact Governor on open carry in State Parks
**********************************************

As you know, the Attorney General opined recently that Virginia State Parks CANNOT ban or control the lawful carry of handguns, including open carry (concealed carry is already OK). The State Parks is currently waiting for direction from the Governor on this issue.

Years ago, Governor Mark Warner was in a similar position with an Attorney General's opinion saying that concealed carry could not be banned by State Parks. Governor Warner did the right thing and ordered State Parks to comply with that Attorney General's opinion and concealed carry in State Parks became legal in short order.

Let's contact the Governor and urge him to have State Parks change their regulations to comply with Virginia law and to allow open and concealed carry.

Here is the link to the Governor's webmail:

http://www.governor.virginia.gov/AboutTheGovernor/contactGovernor.cfm

Suggested title: Please repeal the unlawful ban on openly carried firearms in State Parks!

Suggested message:

Attorney General McDonnell recently opined that Virginia State Parks do not have the authority to ban lawfully carried handguns.

Currently, concealed handgun permit holders can carry concealed in State Parks, but on hot Virginia summers it does not make sense that a person can't openly carry a handgun. Also, those without a concealed handgun permit should not be disenfranchised.

Please advise Director Joseph Maroon to change State Park rules to remove the current prohibition on openly carried handguns.

Please let me know what you are going to do.

3. ACTION ITEM: Crime Commission to meet next week on gun show bills!
**********************************************

At 10 AM on Tuesday, December 9, in Senate Room A of the General Assembly Building, the Virginia State Crime Commission is gong to discuss the so called "gun show loophole" bill. We need to make sure it is clear that Virginia does not need to change the law on private sales at gun shows or anywhere else.

I will be there with "Gun Save Lives" stickers for those who can come to show support.

**********************************************
4. ACTION ITEM: VCDL License Plates - you MUST act NOW!
**********************************************

Time is running out fast. If you would like to have a VCDL license plate, you need to get your order in to us ASAP. We need to have 350 plates being ordered, or we cannot go forward.

Here is the information from VCDL's web site (www.vcdl.org):

It's Finally Time to Order Your VCDL License Plates!!!

We have finalized our design for the VCDL license plates and are now ready to begin collecting applications and fees so that we will be ready when the 2009 session begins.

If you are still in a position to show your pride as a gun owner and as a member of VCDL by placing a VCDL license plate on one or more of your vehicles, then please follow the steps below as soon as possible.

Step 1
------
Complete and print a DMV application (http://www.dmv.state.va.us/webdoc/pdf/vsa10.pdf) FOR EACH VEHICLE on which you wish to place a VCDL plate.

Application Notes
-------------------

* The fee for the plate will be $10. If the plate will be personalized however, the fee will be $20.
* You will first need to indicate if this will be a new plate or if you intend to transfer your existing plate
* Under TYPE OF PLATE, check Special Interest and indicate "VCDL" as the organization
* If you are ordering or transferring a personalized plate, please note that the proposed VCDL design will only accommodate 6 characters
* If you are going to order a NEW personalized plate, we suggest you go to the DMV web site and see if your letter combination is available. If it is, you may reserve that combination for up to 90 days. It does NOT guarantee that you will get that plate since it will be more than 90 days until we get the plates approved but it will prevent you from asking for a combination that is definitely unavailable. You can check by going to this link (https://www.dmv.virginia.gov/dmvnet/plate_purchase/select_plate.asp?PLT=AE). which will bring up an Aviation Enthusiast plate only because it is also limited to 6 letters.
* Even though the application offers the use of credit cards, we ask that you pay via check only please.
* Checks will need to be made payable to VCDL ... NOT to the DMV!

Step 2
-------
Send the completed application, along with your fee of either $10 (regular) or $20 (personalized) to VCDL at:

VCDL
Attn: License Plates
P.O. Box 513
Newington, VA 22122

*** IMPORTANT Reminder: Checks should be made payable to VCDL ***

Note: VCDL will not cash your check until we've gotten the required minimum of 350 orders. If we don't get the minimum order in time, we'll return your check uncashed along with your paperwork.

Step 3
-------
Anxiously await the 2009 General Assembly's approval of our design and the DMV's issuance of your very own VCDL license plate!!!

It has been a long time coming and we truly and deeply appreciate the dedication and patience of our members as we have worked to make this possible!

If you have any questions, please contact VCDL Webmaster John Pierce at webmaster@vcdl.org

**********************************************
5. ACTION ITEM: Anti-Real ID Petition
**********************************************

If Read ID gets implemented, gun, ammunition, and other purchases will be traceable by the Government. This ID will be disastrous for your privacy.

Here is a petition against implementing Real ID in Virginia (which is referred to as Dangerous ID in the petition):

http://www.gopetition.com/online/23752.html

**********************************************
6. Status of carry in State Forests
**********************************************

The commenting on the VCDL petition supporting open and concealed carry in State Forests is now closed.

There were 4 comments when I put out the alert a few days ago.

Gun owners posted 2,402 comments in 5 days (two other gun owners had commented earlier in the month)! Looks like it is 2,404 for the petition and 2 against!

I have a call into State Forests to see when we will have a decision on the petition and I will let you know as soon as I hear something.
