    Given how the economy may be heading for the cellar, it seems that Dailey would try to avoid any unnecessary expense to the city. His hold on power in Chicago could slip away (a good thing really)if the city finds it's self bankrupt and unable to pay the PD and FD.

    As long as Chicago's dead are registered voters, Dailey will somehow remain in power.
