I guess Mr. Hamm (or the author, for that matter)has neverstudied the process foramendment. The Colorado Constitution is absurdly easy to amend, and we have had more total amendments to it in less than half the time. The only reason the US Constitution has so few is because the Founders wisely made it so HARD to amend.
