I doubt you will find anywhere in the country where OC is so common that you're likely to see another person doing it on any given day. That fact doesn't negate it being a right.
I avoid speaking with LEOs at all costs but had an exchange with the Waukesha City Chief of Police, Sharrock.

He told me that someone who was open carrying within the law would NOT be a reason for "law enforcement action", whether observed by an officer or a member of the public.
