Compeling statement for OOS CHL

Hay all! I looked at the application for Oregon's CHL license in Washington County, and the only thing that is obviously stopping me (so far) is the fact that I am still a CA resident, as well as the "compelling statement" issue, but I intend to become an OR resident before next summer. So mean time, what is considered "compelling" to the Sheriff of Washington County, or any other county that I might visit other than being a Police Officer or a Real Estate Agent in Oregon? Do I have an uphill battle, and should I not "bother", or are there counties that are "contiguous OOS CHL application" friendly enough?
