Any PA county easy to get an out of state LTCF?

I live in NC but I do travel to PA many times a year. I know we have a North Carolina Firearm Reciprocity Agreement with Pennsylvania but i want to get an out of state LTCF in PA.

From what i have read, Philadelphia and Delaware County is very hard to obtain even if you have an out of state permit.

Do you recommend any other county to apply without any disruption?

Also I do not have any friend in PA but I do have family and relative, I won't think i can use them as a reference?

Sheriff Bunny gave me, from SC, my PA permit without question in minimum time. I don't understand your comment on references.

The Centre County Sheriff's Office will take care of your request, and quickly, too!

Download the application, fill it out (it's only one page), and follow the other instructions. Your references do not have to be Pennsylvania residents.
