Spoke with the County Prosecuting Attorney. He said I was correct, the code is invalid, and said it needs to be changed. It was just an old park code that never got updated.
He said he will advise LE not to enforce. He also graciously offered his cell phone # to me in case i have any trouble with someone "not reading the memo"....
