Following on the heels of the Virginia Crime Commission’s decision
last week to NOT recommend banning private gun sales at gun shows,
hundreds of VCDL members will converge for an all day citizen lobby
effort at the General Assembly in Richmond.

In addition to meeting with legislators to provide and explain the
VCDL legislative agenda packet, members will take part in two large
scale outdoor rallies in Capitol Square. Due to the expected
attendance of hundreds of VCDL members, the Capitol Police have
extended VCDL the courtesy of providing expedited entrance to the
General Assembly Building on 9th Street for members who show their

Pro-Gun Bills Flood General Assembly
*********************************

Over a dozen pro-gun bills have already been introduced and more are
expected! VCDL’s top priorities include repealing bans on carrying
guns in restaurants, K-12 schools, and colleges:

HB 1821 (Delegate Johnson) & SB 1035 (Senator Hanger): Repealing the
absurd ban on carrying concealed handguns in restaurants licensed to
serve alcohol. Only 12 states ban gun carry at all restaurants
licensed to serve alcohol. Georgia repealed their restaurant ban last
year and Tennessee is widely expected to follow suit this year.

HB 1822 (Delegate Johnson): Repeals the pernicious victim disarmament
zone at K-12 school for concealed handgun permit holders. Many states
allow concealed handgun permit holders to carry on K-12 school grounds
including California, Oregon, and Delaware. Even the draconian
federal Gun Free School Zones Act allows permit holders to carry in
schools. Virginia permit holders have legally carried concealed
handguns at schools while inside vehicles since 2005 without any
problem.

HB 1656 (Delegate Marshall): Clarifying that full time college
faculty members holding concealed handgun permits are exempt from
college administrative rules against such otherwise lawful conduct.
Virginia is like most states where gun carry on college campuses is
not a criminal offense.

HB 1851 (Delegate Lingamfelter): Exempts active duty military from
Virginia's onerous "one handgun a month" rationing scheme. Many or
most Virginia citizens serving in the military are deployed away from
Virginia so much they might only be in the state for a month or less
each year.

HB 1734 (Delegate Pogge): Streamlines concealed handgun permit
application procedures in several respects, including requiring Clerks
of Courts to accept applications by mail as is done already by the
Virginia State Police for non-residents, and in many localities such
as Fairfax and Chesterfield Counties.

NOTE: VCDL expects the General Assembly to handily defeat all the
anti-gun bills introduced this year, but is going to focus on
defeating SB 1166 (Senator Watkins), a bill to increase the gun
transfer tax by 150% to $5 per gun just to keep alive the obsolete and
redundant Virginia Firearms Transaction Center. After the federal
Brady Act was passed, most states just let the federal government
handle dealer background checks through the National Instant
Background Check System -– these checks are FREE to dealers and gun
owners. Virginia is in a budget crisis -– it’s time to shut down the
obsolete and redundant Virginia Firearms Transaction Center and repeal
the gun transfer tax.

And finally, the online petition to repeal the Virginia "restaurant
ban" on concealed carry at http://www.petitiononline.com/VCDLrtrb/petition.htmlis
gaining steam with over 3,200 signatures so far.

The petition is expected to grow exponentially as the General Assembly
debates the issue and, like the online petition last year to end the
hated "abuser fees," help finally repeal the hated Virginia
"restaurant ban."
