Of course if the bill passed (and it won't) the feds would just threaten to cut off all federal funding (highways anyone?) for the great state of Montana. The bill would be vetoed quickly, with no chance of the veto being overridden.

Nice, except for §5.4 - no happy switch? It's Montana, fer pete's sake!

Plus, it wouldn't surprise me if Montana told the feds to take a hike if they tried holding highway funds hostage.
