    WASHINGTON (Reuters) – President Barack Obama's new administration ordered all federal agencies and departments on Tuesday to stop any pending regulations until they can be reviewed by incoming staff, halting last-minute Bush orders in their tracks.

    "This afternoon, White House Chief of Staff Rahm Emanuel signed a memorandum sent to all agencies and departments to stop all pending regulations until a legal and policy review can be conducted by the Obama administration," the White House said in a statement issued just hours after Obama took office.

    The review is a tool commonly used by a new administration to delay so-called "midnight regulations" put in place by a former president between the election and Inauguration Day.

    Midnight regulations have been heavily used by recent former presidents, including the Democrat Bill Clinton, Republican George H. W. Bush, and most recently, the Republican George W. Bush.

    Controversial late rules by the outgoing Bush administration include allowing the carrying of concealed weapons in some national parks and prohibiting medical facilities from receiving federal money for discriminating against doctors and nurses who refuse to assist with abortions or dispense contraceptives based on religious grounds.

    Federal law requires a 60-day waiting period before any major regulatory changes become law, so some presidents try to publish new major regulations to ensure they go into effect before the new president's inauguration on January 20.

    That is a horribly written news story. Good grief what has happened to the journalism industry? It leaves out the details about how far along in the process a new rule has to be before this order applies, and it clearly implies that the National Park rule change is one of those under review, even though it has already been implemented, and is therefore not.

    Horrible excuse for a news report.

    I guess if you don't like a new rule, you can just write a news story saying it is under review and no longer in effect, and many people will just blindly believe you. End result is the same as if it were under review and not in effect!

    The new rules went into effect before Jan 20th, so Obama can't change them with an executive order. If the socialists really want to spend the time and political capital on such a quest, it will require new hearings and another period of soliciting opinions from the citizens, etc. I'm not saying it can't be done eventually, but if they try, there will be many thousands of us making the process very difficult for them, and by then, the fact that mayhem didn't occur in National Parks in the interim will further weaken any lame argument they might bring up.

    Obama is opposed to CC (in fact, all private ownership of firearms according to John Lott) but does anyone think the entire 20+ year hx of CC could be undone by some radical socialists? I don't think so.

    But not quite yet, I wouldn't think. Unless somebody is really, really ambitious.

    I agree. Realistically the George Washington Memorial Parkway National Park is the only national park I will be visiting within the foreseeable future.

    It does state:

    The National Park rule has already been implemented. Maybe this refers to those that are in the time period between publication and implementation?

    Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation:

    "I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States."
    The Constitution says nothing about a Bible. In fact, if you read article 6, it is clear that requiring the use of a Bible is not Constitutional:

    The Senators and Representatives before mentioned, and the Members of the several State Legislatures, and all executive and judicial Officers, both of the United States and of the several States, shall be bound by Oath or Affirmation, to support this Constitution; but no religious Test shall ever be required as a Qualification to any Office or public Trust under the United States.

    The reg. is published and in effect so should not be subject to Rahmbo's request. Correct?
