Guns Illustrated errors on open carry laws

I was looking through a 2008 Guns Illustrated and it stated under Washington for "carrying a firearm openly" that local jurisdictions may opt for it's prohibition.
Does anyone have the 2009 edition? This is minor, but it should be changed anyway.
