I assume you mean in Colorado?
Laws vary by state. In CA open carry of BP is limited to unloaded.
"Unloaded" means no percussion cap on the nipple or priming charge in the pan. Powder and ball can be in the chamber.

So, if I understand you correctly, I can have the cylinder loaded and be fine for OC as long as the caps aren't on the nipples (say, I leave them in my pocket)?



Obviously this doesn't make for a fast load, I was mostly just curious in case I ever got a hankering to carry around my .44 Navy.
