Yes it does, but we all know why this was repealed, it was due to the fact that they knew that a legal challenge was coming and they wanted to close that off.

Whatever it takes, these people have been denied an essential right for about thirty years, any step in the "right" direction, is a step in the right direction. Fenty and the C.o.P. are probably sweating it out together wondering when the mass destruction will begin.
